Introduction

Between the Cumbias and tropical music, the early morning children’s program and the early evening old school romantic hour, Radio Arco Iris directors Abieser Gonzáles Aguilar and César Martínez Rosales send shouts outs, read off the daily menus of local restaurants, and make announcements about the town’s news and needs. The broadcast sounds similar to a commercial station—the music flows seamlessly from one song to the next, broken every few songs by the radio’s 29 second identification spot: “Raaaadio Arco Iris! [A deep male voice booms] Transmitting in the north, south, east, and west of New Jalapa! Radio of the Jalapanecos.” But this station has very different intentions then a commercial station. Radio Arco Iris, part of the Cortamortaja Collective, is a self-identified “Radio Comunitaria” or Community Radio; one of hundreds of independent, locally run radio stations in Mexico, it provides a critical alternative to commercial media.
